Artificial Intelligence and HRM in the Public Sector: An Integrative Literature Review

Artificial Intelligence (AI) is transforming public sector Human Resource Management (HRM) through automation, data processing, and decision support. This study uses an integrative literature review (ILR) to examine the application of AI in redefining HRM practices, categorized into four themes: Enhancing HR Processes, Enabling Public Decision-Making, Education and Awareness, and Operational Transformation. The findings pinpoint the potential of artificial intelligence to automate bureaucratic processes, minimize biases, promote transparency, and drive systemic transformation in public institutions. Nevertheless, there are obstacles, including ethical concerns, skills shortages, and a dearth of empirical studies, particularly in cross-cultural and developing contexts. Further, the collection of databases covered might have restricted the scope of the findings; the constantly evolving regulatory environment of artificial intelligence is not captured completely; and heterogeneity among public sector organizations restricts the generalizability of the results. This study emphasizes the need for alignment of artificial intelligence initiatives with organizational objectives and embedding ethical frameworks in order to enhance its effectiveness. Finally, this ILR is also a roadmap for future research, identifying under-researched areas and making evidence-based suggestions for policymakers and practitioners to steer AI-induced change in public sector HRM.
