Factors Influencing the Implementation of CBEG by Decision-Makers: The Role of Innovativeness as a Moderator

Developing countries experience a significant rate of failure in implementing electronic government (E-Government) systems. An implementation of cloud computing was suggested. Nevertheless, the majority of prior investigations were technical. This study aims to determine the factors that affect the adoption and implementation of Cloud-Based E-Government (CBEG). The research model is constructed by integrating three theoretical frameworks: the Unified Theory of Acceptance and Use of Technology (UTAUT), the Diffusion of Innovation Theory (DOI), and the Technology-Organization-Environment (TOE) framework. Data was collected from 366 Iraqi decision-makers. The data were analyzed using SMARTP-LS4. According to the findings, technological factors, followed by organizational factors and individual factors are important predictors of CBEG. In addition, all the proposed variables affected the CBEG except social influence. Innovativeness only moderated the effect of organizational factors on CBEG. This framework will help decision-makers implement and spread CBEG adoption in Iraq.
