In the words of Nobel laureate Amartya Sen, democracy is aptly defined as “governance by dialogue”—a paradigm that underscores the critical role of free-flowing discourse in shaping the fabric of democratic societies (Sen, 1999, p. 1). Broadcasters such as the British Broadcasting Corporation (BBC), and the Voice of America (VOA), in this context, occupy a unique position of influence, empowered to facilitate and foster this dialogue by providing a platform for diverse voices to be heard. For this dialogue to flourish, however, broadcasting services must embody a quartet of essential attributes: accessibility, independence, credibility, and openness. When these conditions are met, broadcasters can effectively host a vibrant exchange of ideas, accommodating the full spectrum of perspectives that comprise the different layers of democratic discourse. In the process, they not only facilitate governance by dialogical fervor to usher within the political space, but also enrich the very fabric of democracy itself, specifically, deliberative democracy.
