This chapter serves as a transitional bridge between the section examining the impact of climate change on crime and harm and the subsequent section analysing its implications for the police as an organisation. It examines the evolving role of police in disaster management, highlighting their dual responsibilities in emergency response and law enforcement. It explores the ethical challenges of distinguishing between survival and non-survival crimes during disasters, the complexities of disaster plural policing, including the enhanced collaboration with other first responders, and the so-called humanitarian pull—a shift from state-centred security governance to humanitarian governance. This intersection illustrates how shifts either in the nature of police work, particularly in responding to crimes and harms, or in broader police institutions, are closely interconnected and mutually influential.
