Cultural diplomacy (CD) discussion on implementation largely overlooks local actors’ agency. The core assumption is that CD is a process in which central authorities determine what is to be depicted, how it should be done, and what objectives to pursue. It assumes that locals largely execute CD in such a manner. Also, and alternately, it is assumed that local actors adapt CD to their concrete locations. However, in the latter case, there is not much discussion on how and why such adaptation occurs. In this chapter, I propose the first steps towards interpreting the agency of local actors beyond viewing them as merely extensions of the wishes of central authorities, by discussing and introducing the national framework and script in CD. In the second half of the chapter, I apply the national framework and script within CD and discuss it in reference to the Japanese case.
