This study is based on panel data from 30 provinces in China from 2012 to 2022, constructing a measurement system for community resilience that includes 7 secondary indicators and 40 tertiary indicators. It further explores the key factors influencing community resilience construction. Additionally, this paper employs empirical models to validate the promoting effect of the digital economy on community resilience construction and its long-term effects, while also assessing the development status of community resilience in Shaoxing, Zhejiang Province. The research findings indicate that factors such as economic foundation, consumption vitality, educational expenditure, environmental governance, and residents' quality of life play significant roles in community resilience construction. A 1% increase in the level of the digital economy corresponds to an approximate 0.045% increase in community resilience levels. The positive impact of the digital economy is more pronounced in regions with higher digital economy levels and in eastern areas. Moreover, digital economy on community resilience exhibits long-term effects, but the marginal effects gradually diminish. Between 2012 and 2022, Shaoxing experienced rapid development in community resilience construction. Based on the aforementioned research, this paper proposes policy recommendations to continue developing community resilience, increase investments in the digital economy, tailor differentiated policies based on local conditions, address disparities in digital economy development levels, and implement a balanced development approach.

摘要
