A major contemporary argument is that the contemporary strength of economic, social or political divisionsDivisions now is such that the US is becoming ungovernable—or is in danger of undergoing some form of fragmentation, arguably with greater corruption. That version, emerging from about 2010, emphasizes that a “cultureCulture warWar” is now present, or at least in the offing, though with differing moral or religious values primarily at its core. By many supporters the Constitution is still regarded as a barrier to instability in America’s governance. In contrast to that belief, and despite its being viewed by many Americans throughout as a work of political genius (a key defence against economic, social and political conflicts), it has emerged this century as an increasing facilitator of discord. Its institutions had been built on the assumption that there was a clear and enduring distinction between the location for issues relating to foreign policy, alongside America’s defence, and those only internal to the country. It is that bifurcation to which globalization, among other factors poses an increasingly major challenge. Seemingly a “civil warWar” between secular and liberal social groups, on the one side, and religious and conservative ones, on the other, is feeding into more overt hostility between sectors than earlier.
