This chapter continues to examine party management and whipping during committee stage of the EC Bill. Particular consideration is given to the parliamentary battles over the question of a referendum and the fundamental issues relating to sovereignty, contained in Clause 2 of the Bill. The referendum issue, in particular, would have significant spillover effects, opening up deep intra-party divisions within the Labour Party and posing significant party management dilemmas for the Opposition Chief Whip, Bob Mellish. These divisions would be successfully exploited by the Conservative whipping operation, ensuring that the Government emerged undefeated during committee stage. The chapter considers the growing frustrations of the anti-Marketeers, as they failed to derail the EC Bill, and how their suspicions of cross-party ‘collusion’ emerged during Clause 2. Particular consideration is given to evaluating how ‘unusual channels’ of communication developed between Conservative whips and pro-European Labour backbenchers. This ‘secret and unusual arrangement’ helped ensure enough Labour abstentions to secure consistent government majorities and nullify the persistent dissent of Conservative anti-Marketeers during a critical stage of the legislative process.
