This chapter examines the anatomy and character of Pym’s Whips’ Office in 1971–72, covering composition and roles, selection criteria and traits, intelligence gathering and methods of persuasion. It draws on existing research, the testimony of former whips and archive material to highlight some key themes: the hierarchical, collegiate and career-oriented nature of the Conservative Whips’ Office; the social compatibility of the whips, and the importance of personal qualities, such as loyalty, conviviality and communication skills; the essential function of whips in managing their ‘flocks’, and finding out their opinions on key policy issues, while ensuring the regular, timely and accurate reporting of information; and the targeted and sophisticated methods of pressure and persuasion when dealing with troubled Members or dissenters. The chapter helps to establish a foundational knowledge of the roles, responsibilities and methods of those whips who served in the Whips’ Office during the parliamentary battle for EC entry.
