Nearly twenty years since its inception, the Wildlife Enforcement Monitoring System (WEMS) has evolved into a boundary object that facilitates collaboration among governments, NGOs, scientists and international agencies. Rather than being a purely scientific tool, WEMS has had to balance technical rigour with political convenience, reflecting the realities of stakeholder dynamics. This chapter explores how WEMS was successfully implemented in Africa through structured boundary arrangements at national and regional levels, fostering trust, data integration and coordination. At the global level, however, its progress was challenged by conflicting mandates, data sovereignty concerns and institutional rivalries. The Tokyo Conference marked a key moment in aligning interests and shaping data-sharing protocols. This chapter argues that WEMS’s long-term value lies in its ability to adapt within evolving policy environments and act as part of a broader digital public infrastructure addressing human–nature conflicts.
