The article presents the experience of a team of authors in creating smart city concepts. A distinctive feature of the approach presented in this article is an attempt to combine the concept of a smart city, traditionally formed on the basis of a set of digital solutions and recommendations for their spatial placement with the concomitant transformation of the urban environment. The result of combining the spatial and digital components of a smart city is a master plan for a smart city. In addition, authors present a vision of consideration of the position of the city in the regional system of settlement and the socio-economic structure of the region. The proposed approach allows to consider the master plan of a smart city as a tool for integrated intersectoral management of the development of the city, considering its role in the economy of the region and the state. Approbation of the approach is presented on the example of two cities in the Russian Federation.
