Urban agglomerations are currently dynamically developing planning structures that concentrate a huge amount of information, people, and resources (Stroev et al., Creat. Econ. 14(11), 2693–2712, 2020). The importance of urban agglomerations for the economy of regions and the country as a whole is great: they act as drivers of economic growth and provide significant efficiency indicators (Volchkova et al., Management urban agglomerations. State architect-builds Univ, Publishing House Tom, pp. 100–110, 2015). As an object of urban planning, an agglomeration must have certain boundaries that correspond to the purpose of its creation as a complex-forming system. Currently, there is no normatively defined term “boundaries of urban agglomerations” (Raisikh, Demogr. Rev. 7(2), 54–96, 2020), and their definition seems to be a difficult task. The method described in the work is intended to provide the ability to determine the boundaries of agglomeration based on open data, which will make it universal and more flexible in modern realities.
