Who were the men who built Napoleon’s European empire? Thanks to three prosopography databases, this chapter draws a group portrait of the thousands of French gendarmes and civil servants of all ranks expatriated to the new départements réunis, from Rome to Hamburg, not forgetting, on the other hand, the European notables and magistrates who made a career in France; even after 1815, thousands of them became naturalised French citizens as former inhabitants of the départements réunis. Cross-referencing data tells us a lot about imperial governance, both at an institutional level and at an intimate level.
