Evaluation of the Location of Universities in the Municipality of Pato Branco, from the Perspective of the ‘15-Minute City’ Concept, as a Tool for Mitigating Global Warming

Contemporary cities face numerous challenges related to urban mobility, exacerbated by rapid population growth and an increase in the number of individual vehicles. This disorderly growth leads to constant traffic jams, making it difficult for people to get around on a daily basis and resulting in a significant reduction in the quality of urban life. In addition, the expansion of the vehicle fleet contributes directly to an increase in air pollution, becoming a critical factor in environmental degradation and greenhouse gas emissions, such as carbon dioxide (CO2). The environmental degradation resulting from the intensive use of motorized vehicles imposes an urgent need for sustainable solutions for urban mobility. One promising approach is the “15-Minute City” concept, which aims to reorganize cities so that citizens can access essential services such as work, education, health and leisure within a 15-min radius on foot or by bicycle. Adopting sustainable policies and urban restructuring around the 15-Minute City concept can mitigate the negative impacts of population growth and pollution. By promoting more sustainable urban mobility, it is possible to reduce the difficulty of commuting and environmental degradation, significantly improving the quality of urban life. In this way, cities will be able to face contemporary challenges with innovative and integrated solutions, ensuring a healthier and more sustainable future for all citizens. The aim of this study is to evaluate the applicability of the 15-Minute City concept for commuting to universities in Pato Branco, using the ORS Tools plugin in QGIS software, in order to understand how this concept can help reduce greenhouse gas emissions. The methodology involved surveying the location of face-to-face universities in the municipality of Pato Branco, and then assessing their accessibility to residents of the urban perimeter, from the perspective of the 15-Minute City concept. The results showed that, of all the neighborhoods in the municipality, only 23% have an accessible university and only 2% are fully served within a 15-min walk. It is concluded that 88.1% of urban dwellers do not have access to a university within at least a 15-min walk. This increases travel and pollutant emissions, highlighting the importance of urban planning that promotes sustainable mobility.
