The Argentine Public Administration and Public Appointments as an Institution: Values and the Tension Between Technique and Politics

Administrative careers at the national level in Argentina face a myriad of problems, despite being highly regulated. The lack of enforcement of the rules generates distortions, making effective compliance the exception rather than the norm. This situation leads to widespread entry into public service for political reasons or personal proximity to those in power, deviating from the merit-based ideal envisioned in the spirit of the law. This irregular but persistent form of loyalty-based hiring across different administrations results in a workforce shaped by political loyalties rather than the competencies required for state functions. Consequently, this affects perceptions of the beliefs and values of public servants, who tend to seek an ideal that normalizes behavior and shapes the work environment. Ironically, many of those who wish for a properly functioning administrative career system have themselves entered through the prevailing anomic system. However, working conditions that are heavily influenced by shifting political contexts drive the demand for regularization. The data source for this chapter is a survey conducted with over 620 respondents by the end of 2023, along with 20 interviews with key informants.
