Local Development and Environmental Information Management: An Innovation Project Approach

This paper presents a strategic framework for local environmental information management aimed at advancing sustainable territorial development in Cuba. The project addresses the fragmentation of environmental information management by implementing a system that enhances decision-making processes and promotes sustainable practices. Municipalities were selected based on their ecological agricultural potential, representative economic base, and diverse ecosystems, ensuring a comprehensive and representative sample for the study. This selection underscores the framework's potential replicability in other regional contexts. The project emphasizes collaboration between universities, local stakeholders, and municipal governments to strengthen environmental governance. Using a hybrid project management methodology that combines traditional and agile frameworks (notably Scrum), the project is structured around three phases: context analysis, the formation of a multidisciplinary working group, and capacity building through targeted training programs. Key achievements include improved collaboration between universities and local communities, enhanced training in waste management and sustainable agriculture, and increased participation of local actors in environmental planning and decision-making. However, challenges persist, such as limited awareness of sustainable practices among some participants and the need for better coordination across governmental levels and sectors. Overall, this social innovation project serves as a replicable model for improving environmental information management and offers valuable insights for future initiatives aimed at implementing integrated environmental solutions. The lessons learned contribute to broader efforts in achieving sustainable territorial development aligned with the 2030 Agenda.
