The research aimed to design a comprehensive procedure for the process of contracting goods and services at a public university with a systemic and integral approach. To achieve the objective, action research was used as the main methodology, employing a state-of-the-art analysis, checklists, modeling, and statistical analysis. The main results identify the key deficiencies in the contracting processes according to the scientific literature, and their correspondence with the existing gaps at the university where the study is conducted. Based on the identified deficiencies, the comprehensive procedure for the contracting process is designed, taking into account improvements to the critical aspects in the evaluation, the integration of the technical–economic and legal areas; and covering the entire process from the search for the supplier to the execution of payments. The partial application of the proposed procedure has increased the negotiation capacity of those involved, reduced the times of two joint stages of the contracting cycle by 44.44%, increased the level of service, and improved the formation of contracts and their files. The proposed procedure aims to be a contribution that, with principles of flexibility and continuous improvement, can be generalized to other universities, public institutions, and the business context. In this way, it contributes to the achievement of the SDGs related to public procurement, promotes regulated competition, and complies with the country’s guiding policies that aim to strengthen the role of the contract as an essential instrument of economic management.
