Although inclusion is often the valued goal, the individual needs of students across the world have tended toward education in separate classrooms or schools (e.g., Africa; Nel, 2020 ). Nations face barriers to carrying out inclusive opportunities. In India, there is a shortage of trained personnel and a lack of accessible schools (Saiyam et al., 2024 ). This struggle is also evident in the United States, a nation that embraces a policy of inclusion, governs education of students with disabilities through its laws, and yet struggles with barriers such as a lack of special educators to provide instruction (Garwood, 2023 ). This chapter focuses on the American system and laws governing special education. It will explore how Positive Behavior Intervention and Supports (PBIS) can help support the education of students with disabilities by creating inclusive opportunities for ALL students while recognizing their individualized needs.
