Across the United States, educators have focused on developing positive, productive, data-informed tiered systems to meet students’ multiple needs (Lane et al., 2020a, b; Walker et al., 1996). There are now a range of tiered systems comprised of Tier 1 practices for all, Tier 2 interventions for some, and Tier 3 interventions for a few, with integrated tiered systems prioritizing a range of learning needs: academic, behavioral, and social and emotional well-being (Gandhi et al., 2025). For example, some tiered systems include Response to Intervention (RTI; Fuchs et al., 2010), Positive Behavior Interventions and Supports (PBIS; Sugai & Horner, 2002), Multi-tiered System of Supports (MTSS; McIntosh & Goodman, 2016), and Comprehensive, Integrated, Three-tiered (Ci3T) models of prevention (Lane et al., 2014). Although each system varies in terms of the learning needs prioritized, there are several common core features such as coordinated Tier 1 supports for all students, universal screening procedures to identify students who are not benefiting sufficiently from Tier 1, supplemental Tier 2 and Tier 3 interventions delivered at increasing levels of intensity, and data-informed decision-making, as well as a clear focus on aligning and integrating within and across initiatives.
