Security Threat and Solutions for False PWS Messages in Wireless Communication

The Russo-Ukrainian War underscores the evolving landscape of modern warfare, where cyberspace serves as a critical battleground alongside traditional domains such as land, sea, and air. Currently, we are witnessing a new type of conflict that mobilizes both conventional arsenals and cyber weaponry. This hybrid warfare is particularly evident in psychological operations, which leverage media and social network services to disseminate disinformation, manipulate public fear, and sow discord within enemy nations. Unfortunately, the inherent design limitations in existing wireless communication standards enable the weaponization of public warning system messages as part of psychological warfare tactics. Due to the absence of authentication processes, broadcast messages transmitted from base stations are fully exposed to adversarial actors. This study examines existing solutions to prevent false public warning system messages and suggests alternative approaches that can more effectively deter cyber threats.
