Criminal Actors in El Salvador and Honduras

This chapter examines the major criminal actors in El Salvador and Honduras. It begins by studying the evolution of MS-13 and the 18th Street in El Salvador. The chapter then turns to the case of the Texis Cartel. It focuses on how this organization operates and differs from other criminal actors. Regarding Honduras, the chapter examines both MS-13 and the 18th Street gang as well as external criminal groups that have played a role in this Central American country. The chapter also sheds light on the role of Los Cachiros and their relationship with numerous Honduran elites.
