This research analyzes the Istat’s Integrated Plan of Activities and Organization (PIAO), focusing on the relationship between the Institute’s activities and the generation of public value, comparing top down and bottom up approaches. In Istat’s PIAO, the top down approach has been used: it begins with the definition of its public value, followed by the selection of strategic priorities for the three-year period. Subsequently, annual objectives are established and individual operational activities are defined. Through a participatory process, it is ensured that the contribution of each activity is aimed at creating public value. The study also analyzes a bottom up approach, using an artificial intelligence chatbot: it starts from activities and relates them to public value objectives. For each approach, the degree to which the activities are covered by and linked to the public value objectives is analyzed.
