Social Welfare as Institution and Culture in (Post) Socialist Europe

This chapter will provide an overview of features of Soviet and East European social welfare systems, and outline some of the challenges of reforming them. The analysis will include a discussion of themes of social welfare as revealed in selected novels and films, which are under-utilized primary sources that provide insight into the (fictional) individuals subjective experience of socialism. In particular, social policies that address material living standards without recognizing the dignity of the citizen may fail to deliver quality of life.
