The International Telecommunication Union (ITU), the United Nations agency for information and communication technologies (ICTs), has been actively working on developing standards on various aspects related to digital transformation in smart cities. Given the interdisciplinary nature of the concept of digital transformation, this paper elaborates on the various topic areas and key stakeholders that ITU engages with to formulate international standards in alignment with the Sustainable Development Goals (SDGs). The ITU-T Focus Group on Smart Sustainable Cities (FG-SSC) and ITU-T Study Group 20 have been instrumental in creating definitions and frameworks for smart cities, including the development of key performance indicators (KPIs) to assess progress towards sustainability and digital transformation. ITU-T standards cover various aspects of smart cities, including IoT, interoperability, scalability, security, and citizen-centric approaches. These standards facilitate knowledge sharing and transparency in the smart city marketplace. The document highlights the complexity of urban ecosystems and the need for digital transformation to improve efficiency and quality of life. It outlines three approaches to digital transformation in smart cities: technology-based, human-centric, and integrated. The ITU-T Study Group 20 has produced a range of standards across different series, addressing general principles, definitions, requirements, infrastructure, frameworks, services, management, identification, security, and evaluation. The KPIs developed by the ITU-T, particularly Recommendation ITU-T Y.4903, have been adopted by over 150 cities globally, including Daegu, Republic of Korea, to monitor progress towards SDGs. The paper also provides a strategic, process, and technical level guide for city leaders and planners to envision and implement digital transformation in alignment with ITU standards. It concludes by emphasizing the uniqueness of each city's journey towards smart city status and the importance of self-assessment using ITU-T KPIs rather than comparison to other cities.
