UN Involvement and the Implications of Security Council Resolution 186/1964
摘要
1964 marks a dramatic turning point for Cyprus because in that year the island became one of the first victims of the Cold War. Following their usurpation of the seat of government Archbishop Makarios, the GC President of the bi-communal Republic, colluded with the Soviet Union and blackmailed the US and Britain that if they obstructed the legitimisation of their action at the UN Security Council (UNSC), they would turn the island into the Cuba of the Mediterranean. This threat worked and the US and Britain, which were up to that point against the disruption of the arrangements established by the 1960 Agreements, succumbed to this threat and supported UNSC resolution 186 of 4 March 1964, legitimising the violent usurpation of the bi-communal RoC by the GC partner. The realisation of their irredentist objective left GCs with no need to share power with the TCs, condemning Cyprus to perpetual conflict/deadlock and its peoples to suffering, which continues to this day. Since UNSC Resolution 186, GCs have been refusing to share power with TCs as two inherent equals.
