In the presidential elections of 17 April 2005, in which Founding President Denktaş did not run, Prime Minister Mehmet Ali Talat won the election. With EU membership GC leader Papadopoulos’s plan was first to consolidate EU accession and then to use membership to box-in the Turkish side into a corner. Meanwhile, the promises made to TCs that the isolation imposed on them would be lifted if they accepted the UN Plan were forgotten. On 8 July 2006, Talat and Papadopoulos met with UN Under-Secretary-General for Political Affairs Gambari and agreed to begin a two-track process involving discussion in technical committees of issues affecting the day-to-day life of TCs and GCs and discussion in working groups to consider substantive issues that would contribute to a comprehensive settlement. Despite several meetings and the efforts of new UNSG Ban Ki-moon it was not possible to implement the 8 July 2006 agreement due to Papadopoulos’ irredentist mentality. On 29 September 2007, UNSG Ki-moon met Turkish Prime Minister Erdoğan in New York where Erdoğan said he was disappointed with the failure to implement the Gambari agreement and re-emphasised the importance of the lifting of the inhuman isolation imposed on TCs.
