The purpose of the study is to study the plans for the reconstruction of Karabakh liberated from Armenian occupation in 2020–2025. Measures to ensure a comprehensive approach to the restoration and development of the liberated territories will be implemented in several stages. The initial stage includes the management and security, the solving of infra-structure problems, and the next stages include the work of social ser-vices, economic recovery and development. There have been considered the natural resources of each region, proximity to transport hubs, including reconstructed transport corridors and roads and railways under construction, their profile and specialization. In general, we believe that these areas will be restored at a high level in the coming years. The role of these regions in life of Azerbaijan is huge, which is reflected not only in the economic sphere, but also in the all processes of the country. In reality, the territories that have been liberated are in the be-ginning stage of their economic activity, in other words, the territories have the right to resolve economic issues.
