This phase enables the ranking of alternatives according to each stakeholder's individual preferences, as expressed through criteria and weights. Since each stakeholder has different objectives, they are asked to express these through specific criteria in order to identify the alternative that can maximize these objectives from different perspectives (economic, technical, social, environmental). First, the chapter will analyse the role of criteria, then propose the technique for determining weights: simplified Simos method.
