Government organizations must operate in a complex and unpredictable environment, driven by rapid technological advancements, shifting regulations, and evolving stakeholder expectations. To cope with these challenges, they must balance adaptability with structural consistency. Capability heat maps serve as a conceptual foundation to preserve this stability by enabling organizations to evolve while maintaining coherence, even as implementation strategies shift. The capability heat map provides a structured overview of an organization’s capabilities, focusing on what the organization does or can do to achieve business goals. Previous research indicates that there is a research gap on the use of these models. Therefore, this report examines the application of a capability heat map in a government organization using a case study, in which the model is developed and subsequently evaluated. The results show that stakeholders find it useful to model business capabilities in a heat map. However, supporting elements such as guidance from a modeling expert, a legend, a reading guide, a supporting explanation, and the necessity of a clear modeling purpose are essential prerequisites.
