Electronic Systems and Their Role in Ensuring Transparency of Administrative Decisions Against Fraud

This research investigates the function of electronic systems in promoting transparency within administrative decisions related to fraud. The initial section delineates the concept of administrative decisions, highlighting their fundamental components and the characteristics of decisions influenced by fraud, as well as their various manifestations. The subsequent section analyzes the principal legal frameworks for tackling fraud-related administrative decisions, with a particular emphasis on the withdrawal of such decisions and annulment lawsuits. The adequacy of legal remedies in addressing administrative decisions shaped by fraud and deception is critically examined. To resolve the research inquiry, a descriptive and analytical methodology is utilized. The findings indicate that electronic systems significantly improve transparency by facilitating enhanced tracking and accountability of administrative decisions. A notable conclusion of the study is that an administration is entitled to retract an administrative decision upon substantiation of fraud. Furthermore, any individual impacted by a fraudulent administrative decision possesses the right to initiate an annulment lawsuit. The study advocates for the establishment of specialized enforcement systems on electronic platforms to ensure the effective execution of rulings made by administrative courts, thus fostering increased transparency and accountability in the decision-making processes.
