This chapter is devoted to the examination of legal measures in the field of digital regulation aimed to prevent potential risks of revealing employment secret information by civil servants. The status of public office as a position based on trust and responsibility, deeply connected with national and ethical values, explains a specific set of legal and ethical requirements applicable to its holders. The primary obligation is related to the obligation of confidentiality—this is a duty for each civil servant, irrespective of the mode of their appointment. The method used throughout this work is a descriptive-analytical approach, through which we can identify both legislative and judicial rules in the topics under discussion. Legal jurisprudence has, therefore, no unified conception of “work secrecy,” leaving room for individual administrative interpretations. It comes out plainly in this study how unauthorized disclosure affects national security and stability to demand from responsible legislators strong regulatory frameworks and agreements that uphold confidentiality. There are recommendations on how compliance should be enforced to guarantee the protection of delicate information within the realm of public administration.

摘要
