The paper explores strategic vigilance in realizing higher education and research from a comprehensive view, spotlighting strategic vigilance measures at the university level to enhance institutional competitiveness and quality of decisions. The results indicate that universities that have embraced strategic vigilance are better placed to create effective interactions and integration among their staff and key decision-makers, responsive to the needs of students and other interest groups, and sensitive to the dynamics of both local and international competition. The paper therefore provides a clue as to how strategic vigilance facilitates efficient information transfer across various strata of management and how it enhances the competitive position of the university. In addition, it assumes a quite indispensable role in the construction of human capacities since it channels the requisite training and information toward its membership. The study further underlines, that universities must install strategic vigilant actions to continuously adapt to changes in the educational landscape, if it sustains its development into the future. Based on these insights, the study will make recommendations to improve the implementation of strategic foresight in higher education institutions, including enhancing internal communication, upgrading administrative systems, fostering more collaboration with global universities, and also partnerships with external organizations to maximize the benefits of strategic vigilance.
