This chapter applies the theoretical framework developed in Chapter 3 to examine the legitimation of domestic military deployments in Brazil. It analyses three high-profile opertations in Rio de Janeiro: Operation Rio (1994–1995), Operation Arcanjo (2010–2012), and Operation Rio de Janeiro (2017–2018). These cases provide a view of how discourses of legitimacy endured and evolved. Through the content analysis of parliamentary records, articles of opinion, news reports, and public statements made by presidents, ministers and military leaders the chapter maps out five parameters around which the legitimating discourses are hinged: criticality, technicity, community boundaries, sovereignty, and legal normality. These parameters underpin a dominant discourse that forges a sense that the military operations is pragmatic, necessary, and even the obvious solution to domestic security crises.
