Traditional mobility patterns in Central America transformed due to the recent crises in Colombia, Haiti, Nicaragua, and Venezuela. As a consequence, a range of practices, policies, and programmes began to be articulated to promote the protection and integration of the migrant and refugee populations. In this context, the Mexico Action Plan (PAM) was established in 2004, followed by the Regional Comprehensive Framework for Protection and Solutions (MIRPS) in 2017. Both frameworks have received financial and logistical support from supranational organisations such as UNHCR and IOM. This chapter presents the findings of a literature review that examines integration and reception policies in Central America related to the sanctuary cities movement, as well as the lack of coordinated efforts between the aforementioned frameworks, local governments, and the practices taken by civil society organisations to generate a relevant impact on the integration and protection of the migrant and refugee populations.
