Any account of politics and policy in the Australian States and Territories must appreciate the constitutional and political context in which they operate. This chapter reviews the various ways in which the Commonwealth has expanded its role in the federal system since Federation and a non-centralised and “co-ordinate” vision of the division of powers given way to a messier and more centrally dominated one. In doing so, however, it also emphasises the extent to which the States remain significant players in the lives of their citizens, with important policy-making as well as service delivery roles.
