Like many European Union countries, Romania aims to develop its villages. This initiative is considered innovative for developing rural areas in terms of agriculture and beyond. Although “smart villages” are a political instrument, in practice, this can include a wide range of measures, such as using digital tools to improve general municipal services in rural areas or employing online platforms to promote democratic participation in local and regional policies. This paper focuses on two objectives, namely: the first objective, digital transformation, which involves promoting lifelong learning and preventing the expansion of geographic inequalities. Lifelong learning is essential for all workers and citizens to adapt to changes in the workplace and society, especially in rural areas. For lifelong learning systems to be effective, they must be based on measures that guarantee access to quality education and training, anticipate changes in skill demand and ensure coherence between education and training systems for labour market needs. It is also essential to adopt policies that create synergy between the positive local effects of skills and technologies so that regional inequalities are not amplified. The second objective, digital innovation, concerns public services, agricultural development, mobility, digital technologies and uses, or resource management in rural areas. These adopt an entire “culture of innovation,” with prospects for transforming territorial innovation policies and recognizing and promoting new ideas that emerge in rural areas. Both in innovation and transformation, new technologies play an essential role. Technologies are profoundly transforming the world of work and societies in rural areas. To adapt to these changes, rural populations need to be able to learn and develop their range of skills throughout their lives. Measures to assist and encourage the rural population to achieve this are still under discussion by the government. It believes that digital transformation is related to future skills needs. In Romania, digital transformation in rural areas began a few years ago in some communes and villages, gradually starting with rural schools by equipping them with computers, tablets, and smart boards. Based on the title of this paper, digital platforms are the solution in rural areas, as well as well-organized databases with the necessary information. However, traditional territorial development tools are also needed in rural contexts. The vision of economic development through the lens of sectors of activity, economic sectors, equipment, or infrastructure seems, in fact, ill-suited to rural territories. Some voices argue that innovation is more suited to urban areas. In this context, lifelong learning is essential to policy responses to the uncertainty surrounding future skills needs. As workers and citizens of rural areas, individuals must be able to constantly evolve their skills portfolio in response to the emergence of new needs. This means transformation, innovation, development, digitization, and, last but not least, adaptation.
