Health Technology Assessment (HTA) uses evidence-based frameworks like Multicriteria Decision Analysis (MCDA) to evaluate technologies. However, traditional methods often struggle with contradictions, uncertainties, and incomplete data in public consultations and decision-making. Paraconsistent Logic offers a novel solution by synthesizing conflicting and uncertain stakeholder evaluations into actionable insights. This study demonstrates the application of Paraconsistent Logic within MCDA in the HTA context, focusing on public consultation processes. A case study involving Brazil’s National Committee for Health Technology Incorporation (CONITEC) illustrates its effectiveness. The method systematically integrates objective evidence with subjective stakeholder preferences, resolves inconsistencies, and quantifies uncertainties. Results show that Paraconsistent Logic mediates conflicts, enhances transparency, and aligns societal values with scientific evidence. Addressing HTA’s inherent complexities improves transparency, stakeholder engagement, and decision-making outcomes. It offers a robust framework for democratizing health policy, optimizing resource allocation, and fostering public trust, highlighting its potential to advance participatory democracy in healthcare.
