Disaster Risk Reduction and Resilience in Mountain Areas: A Case Study of 2014 Floods of Kashmir Valley

The 2014 floods in Kashmir Valley were among the most catastrophic natural disasters in the region's history. This chapter provides a comprehensive analysis of the flood’s multifaceted impacts, the underlying risk factors, and proposed strategies for enhancing resilience against future disasters. The floods caused unprecedented economic losses, extensive damage to infrastructure, and significant disruption to the region's socioeconomic fabric. The agricultural sector, a cornerstone of Kashmir's economy, suffered substantial losses due to crop damage and soil erosion, while the tourism industry experienced a sharp decline due to the destruction of infrastructure. The chapter highlights the critical importance of flood risk management in the Kashmir Valley, given its unique topography and climatic conditions, which contribute to its susceptibility to natural disasters. Key risk factors include the region's location in a seismically active zone, rapid urbanization, deforestation, and inadequate drainage systems. The socio-political instability in the region further complicates disaster management efforts, hindering effective coordination and implementation of disaster risk reduction (DRR) initiatives. To better understand the determinants of flood risk and impact, a primary survey was conducted using Structural Equation Modelling (SEM). The survey revealed that exposure and vulnerability are key determinants of flood risk perception and impact. However, preparedness emerged as a crucial factor in mitigating these risks. Communities with better preparedness through evacuation plans, early warning systems, and community drills experienced lower perceived risk and were better able to cope with the impacts of the floods. Effective response and recovery efforts also played a significant role in reducing long-term negative effects, underscoring the importance of robust, well-coordinated response mechanisms. Based on the findings, the chapter advocates for a multifaceted approach to flood risk management in Kashmir Valley. Recommended strategies include strengthening flood defences and infrastructure, implementing advanced early warning systems, enforcing stringent land-use planning and zoning regulations, enhancing community awareness and preparedness, and adopting ecosystem-based approaches to flood risk reduction.
