UNESCO’s Historic Urban Landscape (HUL) approach represents a balanced and integrated conservation strategy that respects the historical context, cultural identity, and urban fabric of historic urban landscapes while addressing contemporary challenges and opportunities for sustainable development. The involvement of multiple stakeholders is essential to ensure its holistic approach while bringing unique expertise, resources, interest, and contribution to the collective effort of safeguarding historic urban landscapes for present and future generations. However, heritage preservation and urban development are considered complex and multifaced processes due to the diverse layers of history, cultural significance, architectural heritage, and social value, making the stakeholders lack coordination and communication in planning, conservation, and management processes related to historic urban landscapes. Therefore, this paper aims to analyze the stakeholder concept, thus designating the stakeholders involved in the implementation process of the HUL in Türkiye. Following that, this paper aims to analyze the stakeholders’ roles and objectives, thus analyzing and comprehending the stakeholder dynamics in the implementation process of the HUL in Türkiye. This paper employed a comprehensive critical literature review as a methodological approach, encompassing two stages, namely: The stakeholder concept identification; and The stakeholder dynamics identification. The stakeholder concept identification stage designated the stakeholders involved, while the stakeholder dynamics identification stage designated the stakeholders’ roles and objectives, thus the stakeholder dynamics in the implementation process of the HUL in Türkiye. In conclusion, this paper proposes practical strategies for enhancing communication and coordination, thus facilitating the decision-making process in the implementation process of the HUL in Türkiye.
