The previous chapter examined the integration of human rights into international climate change and disaster law. This chapter takes the opposite perspective and examines how and to what extent international human rights law addresses climate change and disasters, with a particular focus on climate change adaptation and DRR. It reviews the work of United Nations Charter-based and treaty-based human rights bodies, as well as the main regional human rights systems. The chapter finds that human rights norms are increasingly being applied to adaptation and DRR, mainly through progressive interpretations by these bodies. This application effectively enriches and strengthens the obligation to adapt to climate change and reduce disaster risk, as established by international climate change and disaster law.
