Annex VII of the DPA facilitated the return, readmission, and the rights of refugees and displaced persons, as well as restitution of their properties. This chapter aims to explore the displacements caused by the war, which resulted in the destruction of Bosnian multiethnic and multicultural features. More importantly, this chapter analyzes the legal and institutional framework established to support the rights of refugees, displaced persons, and returnees. Special attention is given to the extent to which the process of sustainable return has been successfully implemented, focusing on the return of displaced persons, the reintegration process, the restitution of property, and overall sustainability of all these processes. Drawing on data from the Ministry of Human Rights and Refugees BiH, this analysis addresses the underlying factors that contributed to displacements. The final section of the chapter examines the challenges and prospects related to the implementation of Annex VII, offering insights into the way forward for both local and international policymakers.
