An increase in the production of crop products leads to the formation of large volumes of waste. At the same time, most types of waste have such properties that allow their further use, which determines the interest as an object of management. Moreover, waste return to the production process becomes important environmental and economic significance. The aim of this study is to develop a waste management system for the crop production industry aimed at improving the efficiency of its use. The results of the study show that the effectiveness of public administration tools is limited by a number of factors: the subordinate role of municipal development programs to regional initiatives, ignoring the specifics of the formation and use of plant waste when choosing forms and tools of support, the lack of infrastructure and motivation for agricultural producers. Moreover, the focus on a system of sustainable agricultural development requires a review of scientifically based approaches through the development of a waste management system for the crop production industry, which should be based on the principles of circular economy. This will contribute to change the processes of planning and organizing production, which will focus on minimizing the costs of waste disposal and maximizing the use of plant residues as secondary resources, both at the level of the agricultural enterprise and the region as a whole. The scientific novelty of the study is to supplement and clarify theoretical and methodological approaches to the implementation of effective waste management mechanisms in the crop production industry, including the implementation by state support programs for agriculture.
