Israel: From Creeping to Decisive Annexation

Israel’s 37th government has adopted an explicit policy of full annexation of the West Bank, making it a central national project. Even before the attack on 7 October 2023, key figures in the government were laying the legal, operational, and financial groundwork to advance this agenda, in particular Minister of Finance Bezalel Smotrich. The 7 October 2023 massacre further emboldened the government to intensify these efforts, leveraging public hostility toward Palestinians and diverting public attention from the West Bank to Gaza. This strategy seeks to dismantle the last remnants of the two-state solution framework, which includes the bankrupting of the Palestinian Authority. The far-reaching consequences of such a policy—i.e., rendering the two-state solution unviable as a framework for conflict resolution—are a rallying call for the international community to form a unified coalition against annexation. Such a coalition could in turn serve as a foundation for renewed efforts to promote an Israeli-Palestinian political process at a later stage.
