The rise of energy prices along with the digitization of the public sector has pushed local and regional authorities, including cities, local governments and their IT subcontractors, to adopt energy efficient and green practices in the procurement of IT equipment and software services. In this study, we aim to analyze current practices and policies in local authorities around green IT, and the procurement, purchasing and renewal of their hardware and software resources. In particular, we conduct a survey with 14 local authorities and their IT subcontractors in France, with an aim to understand current practices and policies on hardware procurement and renewal, software services, and sustainable training.
