The largest portion of the world population is concentrated in cities, requiring management models to make them inclusive, safe, resilient, and sustainable, as suggested by SDG 11. Ensuring these predicates for humanity has become even more urgent in the face of the COVID-19 pandemic. Observing this scenario, the question arises: Do Smart Cities cooperate with the goals of the SDGs? If so, does this cooperation apply to the pandemic scenario? Bibliometrics assists in mapping the field of study in this sense, showing links between the themes in scientific works, and content analysis examines contexts used to make this link in theoretical and empirical works. The analysis reveals the ascendancy of an emerging theme, which deals with the connection of Smart Cities with the SDGs in four main areas of analysis: Intelligent Processes and Learning; Social Innovation; Sustainability; and Waste Management. The interpretations in each of the contexts are varied. The study looks at these contexts and reveals opportunities for future research.
