This chapter examines the goals, motivations, and responsibilities of stakeholders involved in supporting children with Special Educational Needs and Disabilities (SEND) online. It explores the distinct yet interconnected roles of parents, educators, social workers, policymakers, safeguarding teams, and social media companies in shaping the online experiences of SEND children. Using Bronfenbrenner’s ecological systems theory as a framework, the chapter highlights how interactions across different levels—from immediate caregiving to broader policy and corporate responsibility—affect digital engagement, safety, and inclusion. While a multi-agency approach is widely acknowledged as essential, practical implementation remains fragmented due to gaps in training, communication barriers, and inconsistent accountability, particularly from social media platforms. The chapter discusses these challenges and opportunities, emphasizing the need for more inclusive, coordinated, and responsive safeguarding strategies. By analysing stakeholder perspectives, it lays the groundwork for developing a structured Stakeholder Framework for SEND Online Safety that fosters collaboration, strengthens digital literacy, and enhances protective measures for children with SEND.
