Chapter 3 covers the patent, plant variety and test data provisions, which are probably the most controversial part of the IP chapter of free trade agreements. The chapter discusses in particular policy considerations of patent protection, namely medical research and public health, and the practical impact of the implementation of CAFTA-DR requirements regarding patent linkage and test data protection in Central America.
