When disasters strike, many people use their cars to evacuate, a practice known as ‘car-sheltering’. This method faces significant challenges, including traffic congestion and health hazards. This paper proposes a contemporary solution through an integrated system that uses digital technology, public-private collaboration, and community engagement to assist evacuees. We examine case studies, such as the Noto Peninsula earthquake in Japan, to demonstrate how technologies such as AI, IoT, and blockchain can improve the efficiency of evacuations. In addition, partnerships between the government and the private sector can help ensure that resources are allocated fairly. This strategy not only aims to save lives but also promotes the creation of resilient communities that are prepared for future emergencies.
