Mapping Nordic Design Policy Evolution: A Visual Analytics Approach to Governance Transitions

This paper uses visual analysis to examine the evolution and governance transformation of Nordic design policy. Emerging in the middle of 1990s, Nordic design policy has progressed through three key stages, emphasizing sustainability, inclusivity, cross-sector collaboration, and policy integration. By analyzing policy documents from 1995 to 2024 and leveraging visualization tools such as Sankey diagrams and timelines, the study reveals key trends: design has shifted from being a policy goal to a foundational method for policymaking; implicit policies have gained dominance after 2015; and design has increasingly integrated into broader innovation ecosystems. These changes highlight a transition in Nordic policy design from targeted interventions to a systemic innovation framework, offering valuable insights for the development of global design policies.
