The idea of including affordable housing (AH) in transit-oriented development (TOD) is becoming increasingly popular because it increases the supply of AH, TOD lowers the cost of housing overall in a developed area, improving market equity overall. Improved accessibility and economic opportunities have led to TODs commanding high land and rental values. However, this has resulted in inequalities in AH and social exclusion within the TODs, as they become increasingly inaccessible to the poor. The research paper addresses evaluation, and a framework for three-level stakeholder considerations (inform, involve, and collaborate with stakeholders) to propose inclusive AH strategies for sustainable TODs. The study highlights AH strategies and identifies the challenges in incorporating AH into TODs. Stakeholders need to collaborate to develop strategies to address AH challenges. The primary contribution of the study is the framework that was developed and can serve as a model for defining a thorough assessment method to evaluate AH in TOD. The goal of the proposed research is to provide operational support for the creation of appropriate assessment techniques to investigate strategic strategies from a multifaceted and complex viewpoint to enhance TOD. This proposed framework will be helpful to the stakeholders and decision-makers in evaluating and implementing AH in TOD.
